Editorial Policy

The Journal of Educational Innovation and Research (JEIR), published by DnA Horizon Press, operates under a transparent and ethical editorial management system in alignment with international publishing best practices and the Committee on Publication Ethics (COPE) guidelines.

JEIR’s editorial structure consists of four key roles: Editor-in-Chief, Associate Editors, Editorial Board Members, and Editor-in-Charge. Each plays a distinct role in ensuring the journal’s quality, integrity, and global reach.


1. Editor-in-Chief

The Editor-in-Chief holds overall responsibility for the journal’s strategic direction, operational management, and academic quality. Key duties include:

1.     Journal Management and Development

o   Oversee daily operations, publication schedules, and adherence to journal scope.

o   Maintain and advance the journal’s accreditation and indexation status in major scholarly databases.

2.     Editorial Decision-Making

o   Assign an Editor-in-Charge for each manuscript based on subject expertise, workload balance, and absence of conflicts of interest.

o   Ensure manuscripts align with JEIR’s aims and scope before peer review.

3.     Quality and Format Assurance

o   Supervise copyediting and layout to ensure uniformity in style, formatting, and presentation.

4.     Ethics and Compliance

o   Ensure compliance with COPE Core Practices, copyright law, and publication ethics.


2. Associate Editors

Associate Editors are appointed to represent JEIR on a continental basis to ensure regional diversity. Their responsibilities include:

·       Acting as Editor-in-Charge when assigned by the Editor-in-Chief.

·       Proposing new Editorial Board Members, Reviewers, and Regional Ambassadors for JEIR.

·       Advising on regional research trends and potential special issues.


3. Editorial Board Members

Editorial Board Members serve as the scholarly foundation of JEIR. Their duties include:

·       Conducting manuscript peer reviews within their expertise.

·       Advising on editorial policies and journal strategy.

·       Promoting the journal within their professional and academic networks.


4. Editor-in-Charge

The Editor-in-Charge is responsible for the editorial handling of assigned manuscripts and deciding, after peer review, whether a manuscript should be accepted, revised, or rejected.

Editorial Principles:

·       Editorial Independence: All decisions are based solely on academic merit, originality, and relevance, without regard to race, gender, religion, ethnicity, citizenship, or political opinion.

·       Ethical and Legal Compliance: Adhere to laws on defamation, copyright, and plagiarism; follow COPE guidelines for ethical concerns.

·       Confidentiality: Maintain strict confidentiality of all submissions, disclosing information only to relevant parties.

·       Conflict of Interest Prevention: The Editor-in-Charge must not be from the same institution as any author and, where possible, from a different country.

·       Peer Review Integrity: All final decisions are based on at least two independent double-blind peer reviews.


5. Appointment and Term of Service

·       Editors are appointed for a renewable three-year term based on scholarly merit, publication record, and service to the academic community.

·       Editorial performance is reviewed annually by the Editor-in-Chief and the publisher.

·       The editorial board is periodically refreshed to ensure active participation and to reflect current developments in the field.


6. Eligibility Criteria for Editors and Reviewers

·       Must hold an advanced degree (Master’s or Doctorate) in a relevant field.

·       Must have an established record of publications in reputable, peer-reviewed journals.

·       Must have prior experience in peer review or academic editorial work.


7. Evaluation and Replacement

·       Editorial Board Members who do not actively contribute (e.g., failure to review manuscripts, lack of engagement in editorial activities) may be replaced.

·       The journal seeks to maintain diversity and avoid overrepresentation from a single institution or country.
